COBRA Administration

Employers with 20 or more employees are required to offer Federal COBRA Continuation Coverage. States, such as Pennsylvania may also require employers with fewer than 20 employees to offer a State regulated form of "Mini-COBRA". Part-time employees, union members, and leased employees must be counted in the eligibility calculation. Click below to submit either a Qualifying Event or an Initial Notice.

  • Qualifying Event - A notice must be provided to any covered employee or dependent who experiences a loss of coverage due to a Qualifying Event such as a termination of employment, reduction of hours, divorce or loss of dependent status.
  • Initial Notice- Under Federal COBRA, an Initial COBRA Notice must be furnished to any employee and/or spouse (when enrolled) upon commencement of coverage under the group health plan.
